Purchasing Policy

The Kent County Road Commission maintains compliance with Public Act 251, which states that the Purchasing Department shall advertise and request sealed bids for machines, tools, appliances, services on any expenditure exceeding $10,000, except under emergency conditions, in which case the limit shall not exceed $20,000. For purchases under $10,000, the Purchasing Department may obtain price quotations either by fax, written or verbal. When the Board elects to contract for the construction or reconstruction of roads or bridges, the Road Commission must advertise for sealed proposals if the cost is expected to exceed $20,000.

Advertisements for sealed bids are published in the Grand Rapids Press (MLIVE), on the Kent County Road Commission’s website and through PlanWell at for construction/reconstruction projects.

The Kent County Road Commission, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of gender, disability, race, color, or national origin in consideration for an award.
